In the 1990s the people of Washington wanted marijuana for use as medicine. Federal law forbade it, and politicians in Olympia would not push back. The people turned to the initiative power.

US WA: City Of Seattle Proposing New Medical Marijuana Regulations
West Seattle Herald, 10 Sep 2012 – The confusing contradictions regarding medical marijuana regulations may see a little more clarity if new regulations proposed today take effect. An intergovernmental team consisting of City staff and representatives from the Mayor’s office, City Councilmembers and the City Attorney are begining discussions on potential legislation establishing zoning regulations for growing, processing, and dispensing of medical marijuana in Seattle.
