Has your neighbor recently extended the height of the fence between your yards? Could be a little marijuana paranoia going on there. It may be legal to grow a certain amount of the plant in your back yard for medical reasons if you have a prescription; operative word is prescription. Of course those growing all profess to have a permit or prescription, but that paperwork has to be displayed and the majority don’t. Question your neighbor about the legality of his newly acquired green thumb and you can pretty much tell by the defensive attitude whether it is being grown legally, the immediate additional fence height is a pretty good hint that they aren’t.
